Default Criminal penalties over the petitioners?

It was reported that Liu Qingning, NPC representative, Vice-chief of Legal Works Committee of Guangxi People's Congress, Vice-Chief Commissioner of China Democratic National Construction Association, proposed to revise the Criminal Law and add new rules againse those who disturb the order in petitioning(xinfang, works on the letters from the people and the people's visiting).

Showing cloth signs, shouting slogans and silent sitting will receive criminal penalties up to 15 years of imprisonment, according to Liu's proposal.

One netizen, The Absent, commented that when Fundamental Survival disturbed Normal Life, Life gives criminal penalty to Survival. (@缺席者 当基本生存影响正常生活的时候,生活说,把生存抓起来,上刑法。)

Mr. Liu has been and will be serving the people in this way. As a representative, who is Mr. Liu representing? Who voted Liu to the People's Congress?

If he's proposal is passed, it sure will be another evidence of China's human rights violation.
